Why the IGNITE HBCU Excellence Act Matters

For generations, Historically Black Colleges and Universities (HBCUs) have stood as pillars of opportunity, resilience, leadership and transformation in America. These institutions were founded during a period when African Americans were denied access to higher education, yet they continue today to produce some of the nation’s most influential leaders, educator, judges, engineers, physicians, scientists, entrepreneurs, and public servants. HBCUs have always done more with less, and despite systemic inequities and underfunding, they continue to change lives and strengthen communities across the nation.

That is why the IGNITE HBCU Excellence Act is critically important and the HBCU Campaign Fund (HCF) supports it.

The IGNITE HBCU Excellence Act represents more than legislation. It represents an investment in the future of institutions that have historically carried the responsibility of educating and uplifting underserved communities while often being overlooked in federal and state funding priorities. This legislation acknowledges the undeniable value and impact of HBCUs and seeks to provide the resources necessary for these institutions to continue thriving in a rapidly evolving educational and workforce landscape.

At HCF, we strongly support this bipartisan bill because we understand firsthand the challenges many HBCUs continue to face. Across the country, institutions are navigating aging infrastructure, deferred maintenance, limited access to advance technology, inadequate research funding, and growing demands to prepare students for careers in emerging industries such as artificial intelligence, cybersecurity, healthcare, engineering, and STEM-related fields.

This legislation creates opportunities to modernize campuses, improve facilities, strengthen institutional capacity, expand research and innovation initiatives, and better prepare students for the future workforce. More importantly, it sends a message that HBCUs matter and deserves sustained and meaningful investments.

As someone who has dedicated my life and career to advocating for HBCUs and higher education, I believe investments in HBCUs are investments in America itself. HBCUs continue to serve students from all walks of life, particularly students who may otherwise lack access to educational opportunities. These institutions are engines of economic mobility and community empowerment.

The future of this country depends on whether we are willing to invest in institutions that have consistently invested in us.

I commend U.S. Rep Alma Adams and French Hill, along with all bipartisan members and supporters of this legislation, for recognizing the urgent need to strengthen HBCUs nationwide. Their leadership reflects a commitment to educational equity, workforce readiness, and the long-term success of institutions that have shaped lives of millions.

In Arkansas, this bill is especially important because of institutions like my alma mater, the University of Arkansas at Pine Bluff, Philander Smith University, and Shorter College, continue to provide life-changing opportunities. These institutions have historically opened doors for first-generation and underserved students throughout the state and beyond. As a graduate of UAPB, I understand personally the transformation impact HBCUs in Arkansas have on students’ lives and the pathway that these institutions have provided. And at HCF, we will continue to use our voice to advocate for policies, investment, and partnerships like the IGNITE HBCU Excellence Act that continues to strengthen HBCUs and create opportunities for students.

HCF remains committed to ensuring that HBCUs not only survive but continue to grow and lead for generations to come.

When HBCUs are strengthen, communities are strengthened. When students are empowered, futures are transformed. And when we invest in HBCUs, we invest in the promise and progress of America.
