“As we evaluate the implications of Senate Bill 185 with a focus on the long-term strength, sustainability, and growth of Kentucky State University, our goal at HCF is not only to support the university through this moment, but to help ensure it emerges stronger, more stable, and well-positioned to serve future generations. KSU is more than an institution—it is a powerful legacy of opportunity, resilience, and excellence that must be protected and strengthened.”

— said Demetrius Johnson, Jr., Founder, President & CEO, HCF

As Kentucky’s only public historically Black university and 1890 land-grant institutions, Kentucky State University plays a vital role in expanding educational access, driving economic mobility, and strengthening communities across the Commonwealth. Investments and policy measures that support its long-term sustainability are essential — not only for its students and faculty, but for the future workforce and prosperity of Kentucky as a whole.

Senate Bill 185 represents an important step toward ensuring accountability, stability, and equitable support for Kentucky State University. We at HCF believe that thoughtful, collaborative policy solutions can help address institutional challenges while preserving the university’s legacy, mission, and impact as an HBCU.

HCF urges lawmakers, the Kentucky Council on Postsecondary Education, stakeholders, and community leaders to continue working to partnership with KSU’s leadership to ensure that any actions taken are transparent, student-centered, and aligned with the best interests of the institution and those it serves.

We remain committed to advocating for policies that protect, strengthen, and advance HBCUs nationwide.
