The HBCU Campaign Fund (HCF) announces the selection of Dr. Aminta H. Breaux, President of Bowie State University, as a recipient of The Ten Most Dominant HBCU Leaders of 2027 and Tenth Class Honors. Previously named to the Class of 2019, this marks the second time Dr. Breaux has earned this distinction, reaffirming her enduring influence, visionary leadership, and transformative contributions to Historically Black Colleges and Universities (HBCUs).

Since assuming the presidency of Bowie State University in 2017, Dr. Breaux has guided Maryland’s oldest HBCU through an era of remarkable growth and achievement. Under her leadership, the university has expanded enrollment opportunities, significantly increased its endowment, secured historic philanthropic investments, strengthened academic and workforce development initiatives, and positioned Bowie State among the nation’s leading public HBCUs. Her commitment to entrepreneurship, innovation, student success, and institutional excellence continues to shape the future of higher education. This year, Dr. Breaux is celebrating nine years of visionary leadership.
The Ten Most Dominant HBCU Leaders Award & Class is a national recognition created by the HBCU Campaign Fund (HCF) that honors ten chancellors, president, and sports-affiliated leaders serving at or connected to HBCUs and MSIs who exemplify influential and transformational leadership. The recognition celebrates individuals who demonstrate excellence in advancing the mission, growth, visibility, and long-term progression of their institutions and organizations.
“True leadership is not measured by a single moment but by the ability to sustain excellence, inspire innovation, and leave an institution stronger than it was found. Dr. Breaux has done exactly that. Her leadership continues to redefine what’s possible for HBCUs, and this second recognition to The Ten Most Dominant HBCU Leaders reflects the lasting impact she has made — not only at Bowie State University, but across the entire higher education landscape. We are proud to honor her once again as a recipient of the nation’s Ten Most Dominant HBCU Leaders.”
— Demetrius Johnson, Jr., Founder, President & CEO, HCF

Dr. Breaux has earned national recognition for championing educational access, cultivating strategic partnerships, and expanding research and innovation, and creating transformative opportunities that prepare students to lead in an increasingly global economy. Her leadership has also strengthened Bowie State University’s reputation as a model for institutional growth, community engagement, and economic impact.
The Tenth Class marks a significant milestone for HCF as it celebrates a decade of recognizing exceptional leadership throughout the HBCU and MSI communities. Since its inception, the recognition has highlighted leaders who influence extends beyond their campuses and contributes to the advancement of higher education.
As a recipient of the Tenth Class, Dr. Breaux joins an elite group of HBCU presidents, chancellors, and sport-affiliate whose leadership has made a lasting impact on students, faculty, alumni, and communities. HCF extends its sincere congratulations to Dr. Breaux on this well-deserved honor and thank her for her steadfast commitment to the continued advancement of HBCUs.
HCF will continue announcing selections of the Tenth Class Honors throughout the coming months. The complete Tenth Class of The Ten Most Dominant HBCU Leaders of 2027 will be announced in early 2027.
