
The HBCU Campaign Fund (HCF) mourns the passing of Dr. Norman C. Francis, a transformative leader whose legacy shaped generations of students and strengthened the foundation of historically Black colleges and universities nationwide.
As the longtime president of Xavier University of Louisiana, Dr. Francis devoted decades of visionary leadership to advancing academic excellence, expanding opportunity, and championing equity in higher education. Under his stewardship, Xavier became a national leader in preparing African American students for careers in medicine, sciences, and public service—solidifying its reputation as a beacon of achievement and access.
Dr. Francis was not only an extraordinary administrator, but also a steadfast advocate for civil rights, educational equity, and the transformative power of HBCUs. His life’s work stands as a testament to what purposeful leadership, resilience, and faith can accomplish.
We extend our heartfelt condolences to the Xavier University community, his loved ones, colleagues, and the countless students and leaders who were inspired by his impact. His legacy will endure through the lives he uplifted and the institution he strengthened.
