The future of Mississippi’s public colleges and universities depends on funding policies that promote opportunity, equity, and student success. The proposed performance funding formula framework under consideration by the Mississippi Institutions of Higher Learning (IHL) raises significant concerns about its potential impact on Historically Black Colleges and Universities and other institutions that serve large numbers of first-generation, low-income, rural, and underserved students.
While accountability and student outcomes are important measures of institutional effectiveness, funding models must recognize the unique missions and student populations served by each institution. A formula that fails to account for these realities could intentionally penalize campuses that have long served as gateways to educational and economic opportunity.
